As regards the assumption in Mr. Wallace's minute that the £250,000 grant for the University will be available for the purpose indicated at
(a) in his minute, I should record that, in a conversation before the recent re-organization of Departments, Mr. Mayle told me that he had heard from Mr. Serpell that the Chancellor felt that this quarter million should be spent on new development and should not be regarded as a relief to Hong Kong in respect of expenditure already contemplated I further understood from Mr. Mayle that the question of the allocation of this quarter million was to be agreed with the Treasury.
I do not know whether anything to this effect is on record on the papers about the financial settlement with Hong Kong. If so, then it seems desirable that whatever understanding was arrived at should be communicated to Hong Kong in order to avoid any misapprehension there.
